District Governing Board Members
We are pleased to highlight our current District Governing Board Members. For these brief bios, they were asked to respond to some or all of the following questions:
  • Why are you a member of the Tanque Verde Unified School District’s Governing Board?
  • What are you most proud to have achieved so far as someone who’s been involved with our schools?
  • When your Board service concludes, what do you hope will be said about it? 
  • Briefly describe the work you do and how you’ve arrived at this point in your career.

Ms. Susan Fry- I joined the Tanque Verde Unified School District (TVUSD) Governing Board in 2015, in the hopes of helping to make a great school district even better. I am a mother of three young children. My nine year old is in third grade, my six year old is in kindergarten, and my youngest just turned one. It is important to me to offer them, along with all of the students in the District, the best educational opportunities available. I bring unique early childhood knowledge to the Governing Board, along with a background in youth development and k-12 education.

Since joining the TVUSD in August of 2015, I have served on the District’s preschool committee, working to determine next steps around early childhood education within TVUSD. Beyond the board, I recently had the opportunity to work with the State Superintendent for Public Instruction, k-12 educators, early childhood professionals, representatives from ADE, and funders, leading a taskforce on an upcoming Kindergarten Developmental Inventory tool that is currently being introduced in Arizona.

My background is in philanthropy (M.A. in Philanthropic Studies) and public health (M.P.H. in child and maternal health). I own and run my own consulting business, and I have spent twenty years working in the nonprofit and philanthropic sectors, focused primarily on issues of children, youth, and families. For the last ten years, I have run the Arizona Parent Kit project, a statewide early childhood and parent education program funded by First Things First. I have also done statewide education work, facilitated town halls and focus groups, and completed feasibility studies on various topics. I am passionate about children and look forward to ongoing work in the nonprofit and funding communities.

While Tanque Verde Unified School District is currently an exceptional district, I hope to leave it in an even better place, with strong curriculum in all four schools, good teacher retention and recruitment, a high satisfaction rate from parents, and high achieving students who go on to do great things in Arizona and beyond.

Mr. Jeremy Schalk - One of the reasons I moved to the Tanque Verde Valley in 2010 is because of the Tanque Verde Unified School system. My wife and I have three small children, and our family values education. I decided to run for the school board to be involved in and give back to my community. I want to contribute not only to my children’s education but to all children attending the Tanque Verde schools.  

I have volunteered in a number of high school CTE projects throughout Pima County for several years. My business, training and education background is geared toward the Career and Technical Education (CTE) programs, and my hope is to be able to continue sharing my experience and expertise in that area.  

My hope is to make a difference through my board service to the lives of TVUSD students by providing them with a variety of learning experiences and education options in both college and career pathways.

I am a Vice President of Hi-Tech Machining and Engineering in Tucson. I have an MBA from the University of Arizona – Eller College, and a BS from Ohio State University. Throughout my work experience I’ve held a variety of positions from Industrial Control Engineer, to Quality Manager and Marketing Manager.

Mr. Jeffrey Neff - I have been a resident of the Tanque Verde Valley for almost 30 years. I moved here when my children were preschoolers because of the great school system. I recognize the value of a good education in my own life and wanted my children to have the same or better opportunities. My children are now grown. They greatly benefited from the great educations they received from the District. When an opportunity arose to serve on the Governing Board, I felt that it would be a great opportunity to serve the community and give back to the schools that educated my children.
I am most proud of participating in the creation of our own high school and the building of the new Emily Gray Junior High School. Additionally, I am proud of meeting the challenge of keeping the District financially solvent during many years of the great recession that has rocked our economy. I hope that it will be said that I was effective in keeping the District a top quality District that provides outstanding opportunities for excellent teachers to deliver high quality education to the District’s students in a fiscally responsible manner. 
I am a lawyer certified as a specialist in real estate law by the State Bar of Arizona Board of Legal Specialization. I have been certified for over 30 years. I practice with my own firm, Neff & Boyer, PC, here in Tucson. We practice in the areas of real estate, probate, trusts, wills, bankruptcy and commercial litigation. If you want to know more about my practice follow this link: I was the first person in my family to graduate from college. I went on for another three years to graduate from the University of Arizona law school. We moved to the Phoenix area when I was quite young because of my father’s work. I was smitten by Arizona’s natural beauty. This is one of the primary reasons I established my practice in Tucson after completing Law School. My father – a machinist - emphasized the importance of education in bettering one’s self. His hard work raised the family to a solid middle class life style from the bleak poverty of rural southeastern Ohio in which he was raised. I treasured the opportunity to get a good education that he encouraged. It’s been through hard work and the educational opportunities that I’ve broadened my horizon, enriched my life and provided for my family. So, I feel honored to have been able to serve the Tanque Verde Unified School District in providing those opportunities to succeeding generations.
Mr. Carlos Ruiz
Board Member
Mr. Carlos Ruiz - I believe the Tanque Verde Valley community in large part is defined by TVUSD. We don’t have a business district or government center, but we do have high quality visible schools. That reputation and the beauty of the area are why we moved here when I started my business. Both of my daughters went through elementary, junior high and high school at TVUSD. I believe the teachers and administration of the district helped to develop their character, provided an exceptional education and prepared them for college. I wanted to do what I could to work with the other governing board members to maintain and improve the quality of the district.
   I am most proud of being able to help connect administration to the business community and also to education policymakers at both the local and state level. I hope that through my board service, I will have brought a different perspective to the board and helped form new connections to the business community that improved the district.
   I own a raw material distribution business, HT Metals, that supplies bar, sheet and plate to machine shops and fabricators. The business provides abrasive waterjet cutting of shapes from sheet and plate, and cut-to-length machining blanks from bar. I have a degree in metallurgy from the U of A and worked throughout the raw material supply chain. I used my extensive knowledge of the raw material supply chain to create this business and open it in my hometown.

Mr. Vieri Tenuta

Mr. Vieri Tenuta - My family and I moved to the Tanque Verde Valley in 2012. We have two children attending Tanque Verde schools; one is attending Agua Caliente Elementary school and the other is attending Emily Gray Junior High school.   

As an active community member and parent of students attending Tanque Verde Schools, I joined the TVUSD Governing Board to affect positive change and represent the Tanque Verde community and its interests.

My goal as a Board Member is to represent parents, students and faculty by providing them with the framework, resources and technology to deliver and receive the highest quality education. My plan is to develop and implement creative and unique ways to fund our schools, provide smart technology and curriculum to enhance learning and instruction capabilities, compensate our faculty and staff fairly to encourage retention of stellar educators and support staff, maintain and upgrade our facilities to ensure safety and security of our students and staff, and standardize policy, process and procedure to facilitate collaboration and growth in our programs across the district. When my Board service is concluded, I hope others will say that I have encouraged them to be active in our community and that I have made a positive impact in the district.


I am former military and served on active duty in the United States Air Force. I have 15 years of direct work experience in cybersecurity, penetration testing, physical ingress/egress testing, governance and compliance, cyber warfare and defensive operations with many federal and state government organizations including the Federal Bureau of Investigation, the National Oceanic and Atmospheric Administration, the U.S. Department of the Interior, the U.S. Department of Defense, and others.


I have Master of Science degree from DePaul University in Computer Information and Network Security, and I am a Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker and Certified Penetration Tester.

I am a partner and Chief Information Security Officer of an esports company that deals in large scale, online and in-person esports tournaments. I lead our company's security requirements and design and develop security technologies, policies, processes and procedures to protect internal company information and the integrity and security of esports competition environments.

Paul Morrison - I was born in Provo, Utah and raised in St. Louis, Missouri and Tucson, Arizona. I have been attending school in Tanque Verde USD since the fitfth grade. I am currently a senior at Tanque Verde High School. I am a member of the football team, the mock trial club, and National Honor Society. I currently work at the Chick-fil-A on Grant and Tanque Verde. After high school, I plan on serving a two-year LDS mission, then attending Brigham Young University in Provo, Utah. I would like to get a BA in either finance or economics, with a minor in chemistry. After that, I am planning on attending medical school and residency to become an opthamologist, and using the skills I learned in my BA to open my own private practice. I am very excited to be your student school board member, and I'm looking forward to another phenomenal year in the Tanque Verde School District

Peter Olberding - I was born in Tucson, Arizona, shortly before moving to Germany, Japan, Nebraska, Las Vegas, and then ultimately back to Arizona; all of this due to my dad serving in the United States Air Force. I attended Rincon Vista Middle School in the Vail School District, and then switched to Tanque Verde High School after 8th grade. In my time at TVHS, I have participated in Student Council, National Honor Society, football, and one year in the theatre program. After high school, I hope to attend the Air Force Academy in Colorado Springs, Colorado, and after graduation from college, I plan on making my career through the Air Force until retirement. I look forward to participating on the Tanque Verde School District Governing Board as a Student Representative.
